3D Printable Color STL Generator Tool

I'm seeking a professional who can create an online software tool that generates a 3D printable color STL file. The tool should be an enhanced version of: https://lithophanemaker.com/Color%20Lithophane.html with support for both 4 and 8 color printing options.
Key features:
- 4 color version utilizes CMYK with white as a base color to stack colors for a color lithophane.
- 8 color version incorporates CMYK + RGB for more color-accurate lithophane images.
- Users should be able to upload images in JPEG or PNG format.
- The tool should offer processing options for the uploaded image, including size adjustments (width, height), minimum and maximum printable thickness.
- Users should also be able to customize dimensions (width, height, printable thickness) and resolution (mm/pixel).
- If you create the web interface it should also have the ability for the user to choose the part of the image they want to print (better than the x y adjustment on the site I referred to)
I've attempted to program this in Python myself but lack the necessary skills. The STL files I generate often end up too bumpy or not flat enough for printing.
