Prepare a dataset for a Reinforcement learning based simulator

I have a set of data (taxi data from kaggle). I'd like to prepare it for a simulator. The dataset needs to be converted into grids (4x4 or 6x6) then passed to a simulator which uses reinforcement learning algorithms.
