PowerShell Standards

I'm an automation engineer, tasked with first creating a "standards" doc, covering best practices in the use of PowerShell (both formatting of code and in style). Readily available content online or from ebooks, just need doc ASAP... needs to contain Enterprise level content, which will become the "guidebook" for all scripters and programmers (would like .NET, Python in mind).
