Plant Disease Detection using LVQ Python

I need a python programmer who provide a working model of leaf disease detection of citrus plants using python, LVQ Algorithm with the program, the program must be working and should be in the format of Jupiter file of python.
Dataset for the mentioned is Attached in the log.
