Permit Scraper & Enrichment Tool
Budget: $1,500 – $3,000 USD
I’m looking for a developer who can build a reliable scraper that pulls every construction permit—plus electrical, plumbing, HVAC, architect, and engineer licenses—from any state or county I specify, going as far back as the databases allow. -- Any professional license in the blue-collar field.
Once the raw records are collected, the tool should automatically enrich each one by uncovering the general contractor’s:
• Business name
• Phone number
• Email address
• LinkedIn profile
The end result I need is a clean, exportable lead list that feels as complete and searchable as what you’d find on BuildZoom, but generated on-demand for the locations I choose.
Scope of work
1. Scraper: access state, county, or city portals; handle pagination, captchas, and historical look-ups.
2. Enrichment engine: match contractors to public data, directories, and LinkedIn to pull the contact fields above.
3. Interface: simple dashboard or command-line controls to select jurisdictions and license types.
4. Output: downloadable CSV or Excel with all original permit fields plus the enriched contact columns.
5. Documentation: setup instructions and brief walkthrough so I can run or extend the tool myself.
Python is preferred, but I’m open to the language or stack you’re most comfortable scaling. Accuracy, speed, and thoughtful error-handling matter more than flashy UI. Show me previous scraping or data-enrichment work if possible, and outline how you’d tackle rotating proxies, rate limits, and data matching.
