Parts planning and distribution -- 3

Take a giant list of part numbers and locations and their meta data (what kind of location they are, preferred supply warehouse, etc), and run various rules to output a list of where stock should be distributed to and from to fulfil the "shortage" number required in the input data, or return a list of parts we need to source as there is no way to fulfil them in the network.
