PDF Text Extractor from Architectural or Engineering Plans

Would like to develop some basic software that scans and extracts text from an electronic and non electronic PDF plan set (Architect or Engineer)
This would expedite the process of an estimator looking through the plans for the spec of the product that they're to price for.
