PDF Data Extraction to PostgreSQL

Dear Freelancers,
I am looking for a person/team, that could create me a PDF parser, which extracts data from PDF files via binary mode. Once extracted, data is to be placed into SQL database built within PostgreSQL framework.
All PDF files are standard forms. These forms are split into sections. Each section has anchor words, under which/or next to which we have text boxes. Such relationships are also to be replicated in SQL (datapoint to anchor/section).
In other words, we are extracting data and placing it into multiple SQL tables, and we are creating relations between the datapoints at SQL level.
Language: preferably python with mathematical vectors, but open to suggestions.
Database: PostgreSQL framework.
No OCR solutions will be considered.
Acceptance criteria: PDF file is fed into the system, and Datapoints from such PDF are stored in the database with relations automatically created between Datapoints as per description.
