Optimize multistage rolling production plan (batch scheduling) and track its efficiency using Python or Excel VBA

The aim is to have an ongoing optimized batch scheduling tool to schedule rolling 3-week production schedule. I expect to be able to access the macro and being able to edit it whenever needed. I'll provide all details and variables after accepting your gentle offer.
Description:
I have a process which starts by blending products in six individual blenders with different capacities, each takes specific time. After blending I have the option to either transfer the product to one of eight holding tanks or directly to the filling machines.
Each of the holding tanks is assigned to store specific product family/category [please check attached photo], The products in holding tanks should then be transferred to five the filling machines but they can also remain in holding tanks for a while depending on the availability of the assigned machine.
The same product can be filled on more than one machine at the same time with different volumes, for example, filling product x on machine A of volume 4L and on the machine B of volume 20L.
Many variables shall be considered during the prioritization of which product precedes another one [demand urgency, least changeover time, least idle time, compatibility of products,..etc.]
I have attached a sample of filling schedule that I manually work by, but unfortunately can't make a comprehensive schedule for all blending, holding tanks and filling.
It will be much better if you worked with optimization problems before like (Fuzzy logic).
