OpenCV Traffic Count, Hospital and Firestation Detection, Speed Count and Traffic Count Analysis

I want a project to be done where we count vehicles and their speeds from a random video using OpenCV and if we have a hospital and fire station etc nearby decrease the vehicles count by allowing only 30 vehicles and keeping traffic signal red. I also want to implement that if the traffic signal is red it would be green after 40 vehicles keep waiting in the 2nd lane and allow the first lane vehicles to pass. Think of it as a camera in any traffic square detecting all these things
