Open CV based People Counter

I am looking for a freelancer to develop an Open CV based people counter for outdoor use with a single camera system. The ideal candidate should have experience in Open CV and computer vision. Additionally, knowledge of Python and image processing algorithms is required. The project should be completed within a reasonable timeframe and within budget.
