Open SQL File in Python

I'm trying to open an SQL file using Python. I tried to use mysql-connector package but it is not working. The apparent reason is that my database is not set properly and the SQL server cannot connect to the DB server.

I'm looking for someone who I can share the screen with to tell me exactly how to setup this connection. Please have a clear English language.
