Odoo: Inward/Outward Request Module for Inventory Manager

Odoo 14 ERP community version is being used by our manufacturing industry
The module should integrate with the present system and work with existing data
Inward/Outward request Module
Presently when an unused material is inward back from completed manufacturing order the internal transfer happens automatically without an inward request to the inventory manager.
What is required:
This request flow should alert the inventory manager of incoming stock and his validation is required.
He should receive an email notification to alert him
Similar flow is required on all inward and outward flows, Please find the flowchart attached.
