Odoo Budget Transfer Plugin

I need to set up an Odoo module or plugin that enables budget transfer between two of our company.
Key Features:
- The module should support manual budget transfers initiated by an authorized user. This means it should not be automated.
- We need to be able to transfer individual budgets or select multiple budgets at once
- The primary function of this plugin is to facilitate budgets movement between the two companies.
- Only in Spanish language
Access Control:
- Basic level of access control is needed. This means a single level of user access is sufficient for the task.
Ideal Skills:
- Strong experience with Odoo, specifically in module development.
- Proficiency in Python, as it is the primary language used in Odoo.
- Understanding of financial processes and budget management.
- Previous experience in developing similar modules or plugins is a plus.
