Object Detection Project

I am looking to develop a turn-key solution around Object detection.
Project:
I am looking for a coder or team of coders to develop object detection software using the latest Deep learning and Object detection software. With my limited tech knowledge, I am looking to use something like Yolo or Detectron or whatever back end you can suggest which will give us the best result.
The software needs to look at live cctv using rtsp,onfiv or a folder with images(each folder will be per camera per client). I need to be able to have a VMS dashboard where I view all the cameras live and next to it the alarms. When a specified object is spotted in the live feed an alert is sent to the dashboard where a human will verify if it is the object or not. Once confirmed it is then an alert must be sent via whatsapp,telegram or sms. I must have the ability to train more images to make it more accurate. I will have 3 diffirent types of objects to look for in the video

So in short a VMS type solution where I add cctv cameras using RTSP and ONVIf. Software monitors feed for the objects, once detected it will pop on screen showing the image and action to take. once action is selected if its a positive it will send that image to a phone using sms,whatsapp and telegram. I must be able to assign multiple numbers to the same alert so each camera will be linked to a profile so each camera will be like a individual client and that client will have mutliple numbers I can send to at once. Also multiple cameras can be linked to 1 client.
