ML/A.I./OCR Developer to build document extraction function

I need someone to build out a function that allows a website to take an uploaded document and extract the data from the form such as name, address and numbers. There will be a document extraction function using code and a function to upload a form and have OCR extract the data. I will eventually need an app that does the same but I want to start with a webpage. The data needs to end up in a database. Eventually, I'll need the ability to compare the extracted data to similar data from other users.
