Non Cloneable QR Project

Looking for an expert who have knowledge on Image Processing / python/ AI/ ML and related technologies which are need to produce a custom-designed non-cloneable QR code, proper detection & duplicate identification.
Solution have two parts( Generator & Reader)
step 1) Need to generate digital qr image using GENERATOR with any data like string, number etc
step 2) Can print this digital qr obtained from step 1 on paper
step 3) READER should read the data successfully from the printed QR paper obtained from step 2
step 4) printed qr paper obtained from step 2 is then xeroxed OR scan it using a photo scanner and then reprint it
step 5) Now READER shouldn't read the cloned/reprinted qr paper which is obtained in step 4 & identify that as cloned version
If a damaged qr is supplied to reader, the reader should give output as "Unreadable"
Milestones
1. Released upon your successful demonstration of above 5 steps & initial testing from our side to be sure
2. QR Design customization, after our full testing/review, tweaks if needed, & concluded that solution fits the need
3. Finalization
In each milestone, You need to transfer latest code upon payment received.
