Newspaper review website

I'm looking for a russian, italian or english speaking web developer. I'm sorry for Indian people, but I'm really frustrated to explain the same thing a thousand times, please do not contact me..
I need to create a simple "newspaper" website to support high traffic peaks (30/40k users online).
The main goal of the project is to serve a static image of a newspaper.
You are free to use any high performance framework/solution (php, js, python.. whatever you think is capable of withstanding very high traffic peaks )
Features.
+Backend:
- Add users
- Signup users with email and phone number verification (Clickatell)
- Role permissions ( Admin, Moderator, Reader)
- Add categories & sub categories
- Add Newspaper Item with standard fields (Name, website, description etc..) and assign it to Category or Subcategory
- There will be a shell script in the background which will download the newspaper photos and put them to a "tmp" path. On adding/modifying the Newspaper, you have to indicate witch photo to get and insert into Database.
- Newslatter module with Mailgun and/or Amazon SES integration. The "reader" will be able to indicate which newspapers to subscribe to to receive notifications. The newspaper must be html and run as a cronjob.

- Subcategory page
- Newspaper page
- Social share function
- Search module
- Login and Signup page with Social signup (facebook and google) integration
