New application using machine learning

We are a startup involving several experienced tech developers and entrepreneurs. We have a prototype using asp.net and stored procedures that serves as a working specification for a central part of a new computer application. For the new system, we will want your recommendations for some components and frameworks to use, in consultation with us.
Backend engineer options: For iOS: Swift, for Android: Python and for Web: Ruby. Someone with Python and/or Go experience to handle the data systems associated with video and machine learning. Real-time video processing and machine learning a plus.
Frontend engineer options: Javascript, Node.js and React.js. Video UI experience a plus.
UX/UI Design Consultant to work with our UX designer on the final UX.
Data scientist for creating a relatively simple machine learning predictive algorithm.
System Architect who has built complex architectures involving real-time video processing and machine learning.
