Need to write a Python Simple and Small Logic

I am tracking a specific stock price.

Let's say today, the market opened at 200 and it's goes till 190 and it took 1 hour to reach 190, but suddenly moved from 190 to 250 within 5 seconds.

I want to print("Hello World") when market suddenly moves from 190 to 250 within 5 seconds.

I am looking for a logic.
