Need a timer webapp created

I am looking for a skilled web developer to create a timer webapp that is compatible with web browsers only. The main feature of the webapp should be a countdown timer. I would like the design to be minimalistic. I would like this written in a simple Python framework (no need for django). The app has two interfaces.

Interface 1: Controller - This view can see the timer, plus the controls of start, stop, pause, resume, the ability to add time, and decrement time, set the timer digit color and background color.
Interface 2: Viewer - This only views the timer as set by the controller.

Any changes made by the controller should be seen by the viewer with very little delay, and without the need to refresh.

This will be served on a closed network, no need for authentication. Please indicate the time and cost to develop this.
