Need someone to create a tool for text to Audio and Audio to text

I need an experienced programmer who can build a Web App that can convert text to audio speech . Can also add background music(I can provide audio music). User just needs to provide source of text (web link) or upload as docx, PDF after login/signing up and the web app should produce audio file in MP3, wav format to download.. It should be able to process any number of text and produce any number of minutes of audio file. User should be able to control voice speed.
There are some Text to Voice models in GitHub (but you can use your own) like https://github.com/mozilla/TTS

Server installation is the responsibility of you

Create an interface where user can upload audio file with his/her speech and the software converts it to text file and can be downloaded.

Part 3: (optional)
Create a video editor using python with user interface that can be used from browser. Then user should be able to upload his video clips and audio or add above text to speech audio clip and start editing. May be you can use MoviePy.
