Need python script to store rtsp stream in h265 encoded format

We are working on a college project. In that, we are getting the rtsp stream from cctv camera. Using python and opencv we can able to read the video stream and can able to store in local folder in h264 format. But we want to reduce file size more. So we want some python script to write the video in h265 format.
