Need a python expert to create a simple TCP (ip spoofed) code using scapy to connect and recieve a string from a server

We are looking for a python expert to create a small program code. This is all about using python language and creating a TCP connection with raw sockets (using scapy) and a spoofed source IP address to connect with a given server (and send the original ip address as the message to server) to recieve a flag(which is a special string) as the response from the server

You will have to use Openvpn and only the config file (.ovpn) that we will be sharing. No other config file must be used.

Please note that after completing you will have to explain and comment your code and demonstrate its working as well to us.
