Need to make an AI based on deep learning and Neural Network

We Need to make an AI based on deep learning and Neural Network that learns based on users questions. The entire AI needs to have a speech engine to get human like speech, a keyword recognition engine to understand user intent in a question, a Wake up word which is "Hey Karen", a speech modulator that gives expression to the speech, and a Voice recognition system that can recognize you by your voice and adapts to you. We want this to be in a desktop app form and a form that runs in the terminal. We want to use the IPFS protocol on the AI to make it decentralized.
