Need an expert for pwoer shell script

I need a power shell to be made to monitor a list of services to be running and in case it is stopped, disabled or hung then it should send a mail to the list of recipients that services are not running in the form of CSV. I would want to know that how we can make the script to run every 30 mins to check status from task scheduler.
