Need a developer who is expert in develop playout for broadcast ffmpeg and SRT output

I am in need of a developer who is an expert in developing a broadcast playout system. The primary function of the playout system should be a mixed use of both live and scheduled content. Additionally, I require the system to have graphics overlay capabilities.
