Need access to an expert to answer questions

I am a PhD student and need to build a prototype chatbot to test some language theories. I am planning to use the Microsoft bot framework as I'll ultimately need to interface with their cognitive services. I can set up a bot and work with the emulator but have a few questions about how I should structure the project as it needs to extend to a database and some search services and also how best to extract information from the conversation and channel. I am looking for someone with expertise in the MS Bot framework, Python on Azure, and Neo4J (preferable) able to answer questions and guide me in the right direction.
