Workflow:

Scrape ownership info for all businesses in the state to get contact info for the owner.
That info would be stored in a database.
Database could be compared to other databases to get more contact info for individual.
Database is uploaded to email/testing software for mass automatic outreach.
Outreach contains a link to landing page for person to enter info on company:
Name
Revenue
Industry
Website

They can then select a time to talk via calendy link.
