Natural Language Processing for web articles or posts

We are looking for someone who has experience in Natural Language Processing (NLP). The project is to write a utility that pulls up a URL and searches the text for all proper names with capital letters. The project requires that a free, off the shelf tool be used and no original scraping technology is written. Please send me past projects done and tools used in the NLP space. Any tool should be freeware or low cost.
