NLP/ML Dev to build app/script to identify and classify words in million of phrases

We need developer to to build a script/app that for given words sequence can classify its content (by words). Then use that text characteristics to be extracted: part of speech, word classifications (yellow = color etc.), synonyms and plurals. This for developers who have an expertise in NLP and ML

The preferable programming languages to use: Golang, Python. Would be great if based on simple rule-based text classification framework
