Movie streaming

I need an experience developer who can create a file upload service, that accepts chunks of files from large video upload of up 20gb. Preferred language is python ( flask frame work). The service should be able to merge the chunks files sent from the frontend and will return file url as response.

Also , a Live streaming service, that can deliver live and on-demand content directly to clients player app
