Make GPEN Python code run on Windows

I would like to have the following project run on Windows:

https://github.com/yangxy/GPEN/

Currently when I try to run this on Windows I get the error:

Ninja is required to load C++ extensions

Ninja is already installed. I want to run this on Windows without Docker or anything like that.
