I'm looking for a developer to create a desktop application for a lottery game payout calculator.
Key Features:
- The application should be compatible with Windows operating system.

I need a program, preferably Matlab/python, to check lottery ticket numbers against all possible combinations and produce a result that will have the lowest liability "lowest payout". In other words, we are generating the "random" numbers that will produce the lowest payout.
The game has a total of 80 numbers "1-80" and there are 20 winning numbers each draw.
Tickets range from a single number up to 10 and each ticket has a wager between $1 and $20. The more numbers you match, the more you win, then multiply that by your wager amount.
The idea behind this program is, i would input many ticket numbers and the program will give me the 20 numbers that will payout the least. It must be 20 numbers and a dollar amount.
