Looking for a python Django framework expert

We are updating the image upload portion of our site.
But every time I upload, the image is duplicated. And if the image is already in the media folder, the upload should be ignored. I've uploaded a requirements document that describes the view file. If you can work more than 8 hours per day in our company, you can work full-time for us. If you are a Python Django framework expert, please help me in this area.
