Looking for an experienced programmer in Python, Javascript, node JS, or another language to create a computer program for email scrapping

the program must be implemented in its entirety (algorithm and user interface).
the program will have a demonstration mode with limited use in terms of searching and saving results and an unlocked mode allowing unlimited searches (user, password).
Objective of the program:
search for emails on the BING and YAHOO and GOOGLE search engines according to 3 specific search criteria.
1) choice of free keywords (any keyword)
2) choice of country (list of countries in the software)
3) choice of free city (any city included in the list within the program).
the results can be saved in EXCEL and TXT mode by the user.
to avoid anti-scrapping blockages, we suggest using a PROXY or a VPN integrated into the algorithm or using a virtual search engine.
