Looking for SOAP Web Service Expert.

I need to create a basic server and consumer using SOAP. Will prefer python/node js for client/consumer both

Role of Soap Server:

1. It will take a request and check if the required parameter is missing. If yes then respond fault message. Please Check #3 in Example Request/Response

2. It will take a request and check if a patient exists or not in the db if used then pass back matched patient info
Check: #0, and #1 in Example Request/Response

Role of Soap Client:
1. Make a request to server for patient matching.
Check #0 in Example Request/Response. Request message will send by client and response message will return by the server.

1. When 0 Patient Matched found on server: https://validation.sequoiaproject.org/PatientManager/messages/messageDisplay.seam?id=2408

2. When 1 patient Matches found on server: https://validation.sequoiaproject.org/PatientManager/messages/messageDisplay.seam?id=2411

3. When assertion expired or used before its lifetime period: https://validation.sequoiaproject.org/PatientManager/messages/messageDisplay.seam?id=2407



I need someone who understands SOAP, SAML, RSA, and WSDl.
Note: I already started working on this but facing some issues. So I can guide at a certain level if required.
