Local map navigation web app (vb.net or python Flask)

local flight monitor web application(NO INTERNET).
the application should use .OSM map file LOCAL downloaded from (OpenStreetMap)
- user will input :
1 - coordination of flight take-off (latitude, longitude) - or location name.
2- direction of the flight (north, east, west, south).
3- flight speed
4- airplane company name
5- airplane captin name.
Output :
1- ETA (estimated time of arrival for the flight) to the destination depending on the speed of the plane.
2- calculate which city is the nearest by KilloMetters (continuously updated depending on the speed of the plane)
3- countdown time for the flight arrival.
4- airplane (route on map) -- From take-off TO -- the expected landing destination + (latitude, longitude).
IMPORTANT Notes:
** any flight can be canceled at any time and saved in log file + (latitude, longitude) at cancel time.
** during any time the user can input the flight arrival destination or keep it empty **
** Log off all flights saved in SQL database **
