I need a tech-savvy freelancer to install and set up OpenAI's Whisper transcription tool on my Windows PC. Since I'm not experienced with Python or command-line tools, the ideal candidate will provide full setup done remotely via screen share, along with written or video instructions for future use.

Requirements:
- Install Python, Git, and FFmpeg (if not already installed)
- Install Whisper and any required dependencies
- Show me how to run Whisper to transcribe audio files (MP3/WAV/MP4)
- Optional: Set up a shortcut or GUI wrapper for easier use
- Ensure it works offline, without needing an internet connection
