Implementation of an algorithm for my project in software defined networking -- 2

I have algorithm that needs to be implemented in python, the project requires me to have like three to four PCs running, all with their sdn controller, but one as a master, until the master fails all the other controllers will serve as slave controllers.

So I need an expert in SDN that will help me implement the algorithm and also guide me on how to run the cluster of controllers together.
