Implement Machine Learning Optimization techniques from scratch - Python

I need help with a project that deals with investigation on constrained convex optimization. Please bid ONLY if you have strong background in AI/Machine Learning, specificially different optimization techniques ( e.g Frank wolfe, quasi newton methods) and have experience in conducting experiments and implentation of research papers correctly in Python ( without ml libraries )
