Image Quality Evaluation & Automated Tagging

Hi, I'm trying to update my workflow. I currently manage a lot of images, and I need to do the following:

1) Bulk scan and assess the images for quality. In the past I've used https://research.google/blog/musiq-assessing-image-aesthetic-and-technical-quality-with-multi-scale-transformers/ but this isn't the most accurate method. Sometimes it will miss images that are extremely pixelated and blurry, or filter out good images by mistake.

I'm not sure if I should be using something like Amazon Rekognition, Google Cloud Vision, or Microsoft Azure instead? Or if I can save money and still get good results with a local option like OpenCV? I guess it depends on speed and accuracy.

2) I'd also like to be able to scan images in bulk and detect any text. Same question as far as whether or not I can save money by doing this accurately with OpenCV or something else? Or if I should be using one of the other providers.

3) Last thing is I'd like to be able to scan and analyze these images in order to create titles and tags for them all in bulk.

It's important that I figure out the best option in terms of cost and accuracy.
