Image Manipulation using python

I am looking for a freelancer to undertake image manipulation tasks, specifically the ability to add text or watermark to images. The ideal candidate should demonstrate experience in this field and be able to make detailed project proposals. As it is a web-based platform, there may be up to twenty or more images that will need to be manipulated by the freelancer.
