Human Presence Detection Based on Their Devices (Like smartphone, tablet)

I need someone with a lot of programming knowledge to develop the following functionality:
Detect presence of people individually through their devices. Allow to associate the MAC address of the devices to the User connected on the same WiFi network in real time. Provide statistics on the days of presence of each user. Allow to visualize in real time if the user is present and can be detected by his cell phone, computer or tablet. An agile software development methodology will be used.
