Heuristic model that can satisfy a lot of constraints

I am in need of a heuristic model that can satisfy a lot of constraints. The data set is on a small scale, and so I am looking for a model that is able to work within that framework appropriately. I prefer the model to be programmed using Python. The project requires that someone builds the model and tests it to ensure the results produced by it will be correct and accurate.
