Help me to Setup and Run / Execute a GitHub Repository of Python with Tensorflow and others

I am looking for a freelancer who can help me to setup and run a GitHub repository for my Python project, which includes Tensorflow and other libraries.
I need assistance with both setting up and executing the code. Additionally, I need help understanding the code, so I am looking for someone with experience in Python and Tensorflow who can explain the code to me. The ideal freelancer would have experience with GitHub, Python, and Tensorflow, and be able to communicate effectively to help me understand and modify the code.
Also help me to convert this code to work as an API.
