Heiken Ashi & RSI Desktop Scanner

I'm looking for an experienced Python developer to create a desktop application for Windows. This application will serve as a scanner for NSE F&O stocks, utilizing the Heiken Ashi and RSI indicators for 1 minute candle.
For buy signal theConditions are as follows.
1. Rsi should be below 20
2. Stock must have fallen more than 10% in last 2 days
Or
There should be minimum 90 bearish heiken ashi candles
3. There should be 3 candles which should be in green after the bearish heiken ashi candle series
For sell signal the conditions would be as follows.
1. Rsi should be above 80
2. Stock must have risen more than 10% in last 2 days
Or
There should be minimum 90 bullish heiken ashi candles
3. There should be 2 candles which should be in red after the bullish heiken ashi candle series

Key Requirements:
- Design a Windows-compatible desktop application
- Use Python as the primary programming language
- Integrate Heiken Ashi and RSI indicators into the scanner

Ideal Skills:
- Proficient in Python with experience in desktop application development
- Knowledgeable in financial indicators, specifically Heiken Ashi and RSI
- Familiar with the NSE F&O stocks
