Generate Python Code to Load Tables from SQL File / Diagnose Problem With Code

I'm doing an interview challenge, and I'm not very familiar with SQL.
I think there may be an error in the .sql file, but I don't know enough about SQL to diagnose or fix it.

I have some familiarity with POSTGRESQL and SQL Alchemy . It's not required, but it would be helpful to me if those tools are used, so that I can understand what is going on.
I would appreciate if the freelancer offered insight into how they were able to load the table and what steps were used.
