Function to generate random numbers in Python

I need set of random numbers that follows a pattern. The pattern is to be partially ordered in descending.
The inputs of the function are:
X: start values (X_1 to X_2). Can be any positive or negative number between -10000 to +10000
Y: End values (Y_1 to Y_2). Can be any positive or negative number between -10000 to +10000
S: (S_X and S_Y) How many numbers should be between X and Y.
Example is attached.
