From an initial limited source code completing a production-ready web app, then implementing AI integration -- 2

1) I’ve a source code of a not completed web app (some button doesn’t work and some page is missing). The developer has to complete a production-ready web app by just starting from that source code’s UI /UX visible in his/her local machine and write a production-ready web app.
2) After that Id need an AI developer to implement an artificial intelligence system for suggesting connections between users in a social business network.
Key features of the AI part:
User database + social graph (Neo4j or similar)
Embeddings for interests/skills
Recommendation engine (similarity, complementarity, mutual connections)
Conversational interface (e.g., GPT/OpenAI API) for natural language queries
Results returned with ranking + explanation of the match
Technical requirements:
Experience with Neo4j or graph databases
NLP/embeddings (OpenAI, HuggingFace, Pinecone)
Backend: Node.js or Python (FastAPI)
Ability to integrate with frontend (React/Next.js)
Deliverables:
Production-ready web app (demo with at least 50 test profiles)
Technical documentation
Well-commented source code
